Between efforts to rewrite and revise this proclamation of sovereignty to that of a formal work, I'd like to color in a picture as pieces of a puzzle.
The reason why the sovereign right of proclamation belongs on the side of the people is because of the Great Burden they possess. As Plato might have put it, while an enthroned king would have lots of little problems to tend to on a daily basis, a worthless prostitute would have the burden of one major Problem. Likewise, the prostituted majority too would be concerned with this deeper Problem.
While the king and those within his immediate monarchy would have the free time to be concerned with matters of personal enrichment, for the enjoyment of it so to speak, in contrast, the little prostitute and the prostituted she represents would rarely have enough time for advancement.
There is a subtlety in life concerning how we treat others socially. While the son of a rich father would be viewed as greater than his rich father, the son of a poor father would be viewed as less than his poor father.
As the ultimate Truth is unapproachable, the next best truths would be those best principled, formal paths that lead towards it.
