In order to deliver this letter to a federal government which has grown out of reach of the People, I, William M. Jones (Uncle Emanuel Watkins), as the representative of the very least among the people and as the attorney for our Founding Fathers as they will one day have to stand under judgement of the Truth, have created and taken on the new position of Prime Minister of these United States.

I do feel this letter is so special in importance that it needs to have a lot of effort and care put into it.  In fact, the writing of this letter to the federal government, and to that of the Supreme Court in general, is the culmination of my work which has now spanned more than eight years.  The small step that is about to happen, a major advancement over the American Movement, is my recognition and development of our American Civil Purpose.

This is tantamount to thinking outside of a legal institution, the box in which we have, once again, managed to imprison ourselves.

As on occasion my pondering stumbles upon something significant as pieces of the puzzle that I feel will need to be addressed to the Supreme Court, I am going to start listing them:

As the purpose of Congress is the Old World notion of solving problems by the use of law, the purpose of the Supreme Court should be to advance the people's Civil Purpose by dissolving issues.
