Philosophically speaking, obeying the law first and then the order second was the sequence followed in the Old World. This was all according to legal precedence - the traditional way in which things had been done forever, whether that be the right way or the wrong (or else!).
In other words, during Imperial times under the rule of the fallen Emperors, there existed no such concept as organized crime as they were the principle figures to institute such an economy. The Emperor was to be recognized as the supreme rational one above every other rational individual in society - much like a God Father figure in a mob family - with these other rational individuals being the oral, multi-linguistic speaking sophisticates, the experimenting scientists, and the reducing philosophers (again or else!). During such times of tyranny, he or she who bullied the best were recognized as knowing the most.
Again, the Emperors were drunkards on two levels. On the physical level, they were constant drunkards who drank constantly, and, on the spiritual level, they were drunkards who utilized the false powers of manipulation in order to keep the commoners (nameless and faceless) under their rule at a constant state of disadvantage.
For fear of reprisal, during the great conflict between the sophisticates and the philosophers in ancient Greece during the time of its Zenith, this sovereign power of ruling bullies could never even be mentioned. Indeed, just inferences made by Socrates and Aristotle are what got them in trouble.
In other words, there has always existed not just two knowers in history, but three of them with one being the unmentionables I just defined. Likewise, there makes up the same kind of three knowers today: 1) The sophisticates (the sophists) who expanded their knowledge by learning many languages and cultures, the Philosophers who, by the use of their concocted truth engines, reduced to those best-principled paths outside of the unapproachable Truth itself, and those supreme bullies of offspring who were sovereign in their position as knowers in society having been born and trained to rule as part of the government.
In contrast, our Founding Fathers established an order first - as a whole new oner at that - establishing it as a foundation for a whole New World declaring it so as a new natural law within the single document that is The Declaration of Independence. This new natural law was significant as it justified them in divorcing the people out from under the fallen rule of a tyrant (Emperor), accomplishing such while not gathering as a lawful government of "officials;" but, rather, they achieved such while acting as representatives on the behalf of (by, and for) other commoners.
Indeed, our Founding Fathers denounced their rightful roles within this New World, rejecting their social statuses as "gentlemen" in high British society along the way (as they revealed towards the end within the formal Declaration of Independence).
After establishing a whole new order, they then erected (instituted) two different kinds of laws upon it. Indeed, not with just one documents, but with two of them contained within the documentation of the U.S. Constitution. Indeed, one type of laws were the legal precedent type of amendments necessary for the establishment of a more (ever) Perfect(ing) Union - with this being the new marriage between the people and the government (necessary tyranny) that they established - an ideal New World. Indeed, our Founders chose to preserve the endeavor of government for the purpose of advancing the people's Civil Purpose.
In order to further expand their prerequisite Civil Purpose, they then included another document within the U.S. Constitution with this second writ incorporating the new order they had founded within The Declaration of Independence - it being the justification for divorcing he American people out from under the rule of a fallen, backsliding tyrant (at the time, king George wasn't acting as a rightful king, but as a fallen Emperor of the British Empire). These Bill of natural Rights broke the new natural law that they had declared as a new order into practical pieces.
A single natural law cannot be taken out from many natural rights, but the Natural Rights were all taken out from the formal Natural Law, the new order.
So, as the endeavor of law in the Old World was born out of chaos, a whole new order was established in the New World and then new laws erected upon it.
Therefore, in the United States, we live by order and law.
Again, as one document of law (legal precedence) within the U.S. Constitution was established by our Founders to serve as a necessary tyranny (government), with this becoming the more perfect Union so to speak, the other document of Natural Law within it incorporated the new order as natural rights of the people.
To give further insight into what I speak, as the Pharisees in the Gospel of Luke interpreted the law religiously, behaving as strangers towards the Lord as ones who did not understand nor believe that He was the true Almighty, the servant woman washing the Lord's feet was acting intimately by a greater natural law, washing away the sins of the nameless and faceless who represented His feet, all the while perceiving His feet as representing her own lowly condition within society.
As the Pharisees could not see her, in contrast, she believed in Him in faith (and so was envisioned and empowered) to take care of the lowest parts of Him, the nameless and faceless who made up the feet of Jesus Christ.
She even understood that she was not allowed to touch His Holy preciousness as, technically, with her being a Gentile servant, she was not allowed to do so. So, she instead washed him with the pure spirit of her tears, caressed Him with the Holiness of her kisses, and uplifted Him with the highest glory of her hair.
