The proper authority begins with Jesus Christ as the Almighty Holy Trinity, as the Father, the Son, and the Holy Spirit. From Him, the flow of authority ushers to the Chosen Vessel Apostle Paul. From the Chosen Vessel, the authority flows to the Apostles and then from the Apostles to the kings.
What is the significance? Well, first of all, while both of the Apostles Peter and John possessed authority, they still understood the Apostle Paul to be God's chosen vessel. The subtlety involved of how this authority is expressed is why evil is still among us today. Let us take the Book of Revelation using it as an example. The Book of Revelation actually reads like this: The Book of Revelation by John while under the authority of the Apostle John.
But, again, remember, from the Roman's point of view, every word written by John, who was now perceived as insane, had to be screened for any mention of the cult which met under overturned fishing vessels to worship the false prophet Jesus Christ.
Second of all, the authority of the apostles was created to replace the authority of the emperors as they became corrupted and wicked. Yet, the apostles themselves fell which is why their powers were usurped from them after they placed their hands upon the little seven deacons within the church. As the power of authority is given to serve, and as the apostles had decided to bless the deacons in order that they might perform the lessor task of serving tables within the church, so, the deacons then received their power from the apostles. Behold how Stephen in Acts is jettisoned to the forefront to speak of the same exact old testament preached about by the mighty Apostle Paul!
The distinction between the evil emperors and the fallen apostles is revealed in their beings. As the evil emperors were consecrating their beings as living gods to be worshipped by the people, meanwhile, the apostles had both received Christ within their beings as they had been born again, as well as they had been with Christ in the flesh. So, they feared Him. They feared Him because they had once witnessed Him cursing a fig tree making its fruit fall immediately from it. So, they knew Christ in the Holy Spirit possessed the power of death. Likewise, they recognized Christ in the Chosen Vessel Paul.
It is important to note that, as our Founding Fathers disobeyed the king as a tyrant, in the same document in which they declared our independence, they were also submissive to the king as God's rightful authority on earth. This is why our Founders wrote a "declaration" instead of making a "proclamation" in the name of God's rightful authority. To really be impressed, read the proclamation of 1763. In contrast to our Founders and the king, the emperors weren't making claims either as people who were submissive to God's authority, or as someone who possessed God's authority, but they were consecrating themselves as living gods.
Here we can see a clear example of the fall of man.
So, this is how the authority flowed from Jesus Christ to our Founding Fathers and why the latter of the two were rightful in divorcing the people out from under the tyranny of a fallen king (emperor).
